Product Owner elicits’ features from the Subject Matter Experts (SMEs). The team elaborate’ features during the Sprint. The SMEs identify emergent’ features during the Product Review. 

In my experience…

It is a pointless exercise to try and elicit all of the detail up front. It will be too difficult to communicate it all to the Team and change will quickly invalidate your understanding.

Elaborating requirements just in time’ means that teams can capture their understanding in working software rather than documentation.

It is better to plan for emergent features rather than try to resist them.
